2007-2013 yillarga mo’ljallangan birinchi strategiya natijalariga ko’ra, Yevropa Ittifoqi yangi sharoitlar tufayli Markaziy Osiyoda o’z rolini qayta ko’rib chiqdi. Yevropa Ittifoqining global strategiyasining qabul qilinishi Markaziy Osiyo uchun yangi mintaqaviy strategiyani ishlab chiqishga turtki bo’ldi, bu bugungi haqiqatlarga javob beradi va uning asosiy ustuvor yo’nalishlari barqarorlik uchun hamkorlik, farovonlik yo’lidagi hamkorlik, jadal hamkorlik, barqaror rivojlanish va yaqin hamkorlik hisoblanadi. o’zaro bog’liq iqtisodiy va siyosiy makon. Yangi Yevropa Ittifoqi strategiyasi 2021-2027 yil davomida Yevropa Ittifoqining rivojlanish bo’yicha yordam dasturlarini ishlab chiqish uchun asosiy hujjat bo’lib xizmat qilishi kerak. Hamkorlikning yanada chuqurroq darajasiga o’tish va oldingi strategiyaning maqsadlarini amalga oshirishni davom ettirish Markaziy Osiyoda Yevropa Ittifoqining zamonaviy siyosatining ajralmas qismi hisoblanadi.
Mintaqada o’z mavqeini saqlab qolish uchun Yevropa Ittifoqi tajovuzkor bo’lmagan siyosatni amalga oshiradi. Yevropa Ittifoqi mintaqaning jahon savdo tizimiga integratsiyalashuvi, investitsiya manbai va zamonaviy texnologiyalar, ustuvor sohalardagi iqtisodiy o’zgarishlar va islohotlar jarayoniga qiziqqan hamkor sifatida Markaziy Osiyo mamlakatlarining ishonchini qozonishga intiladi. Yevropa Ittifoqi bir necha bor milliy rivojlanish strategiyasini, Markaziy Osiyo mintaqasidagi har bir sherikning manfaatlarini hurmat qilganini va umumiy maqsadlarga erishish uchun Yevropa Ittifoqi o’z hamkorligini kengaytirish va hamkorlikni kuchaytirishga yordam berishini ta’kidladi.
Ushbu xalqaro konferensiya Yevropa Ittifoqi va Markaziy Osiyo mintaqasi o’rtasidagi munosabatlarni rivojlantirish, hamkorlikning butun davri mobaynida hamkorlarning o’zaro manfaatli tashqi siyosiy faoliyatini amalga oshirish, Markaziy Osiyoning turli mintaqalarni ( ya’ni, Hindiston va Yevropa Ittifoqi o’rtasidagi aloqani) bog’laydigan transport markazi sifatida rolini ta’minlashga bag’ishlanadi. Amalga oshirishda muayyan qiyinchiliklarga duch keladigan yangi strategiya o’z maqsadlarini amalga oshirish uchun yangi katalizator bo’lishi kerak. Pandemiyaga qaramasdan, muayyan kelishuvlarni amalga oshirish muddatlarini o’zgartirdi va kengashning umumiy global ahvoliga ta’sir ko’rsatdi, tomonlar ilgari qabul qilingan majburiyatlarni bajarishga harakat qilmoqda.
