RYSZARD HENRYK CZARNECKI, Member of the European Parliament – “Honorary Doctor of the University of World Economy and Diplomacy”

Ryszard Czarnecki was born on January 25, 1963 in London.

He graduated from the University of Wroclaw in Poland the Faculty of Philosophy and History in 1986.

He began his career in journalism and worked for the Polish Daily, GLOS, Wiadomosci Dnia and Dziennik Dolnoslaski from 1988 to 1991. Also, 1988-1991 he worked for Polsat TV from 1993 to 1997.

Czarnecki was elected to the Polish legislative body in 1991 for the first time and again in 1997. He served as Minister of European Integration of Poland from 1997 to 2002 and as Director of the Institute for European Studies and Law from 2001 to 2004.

In 2014, He was elected as a Member of the European Parliament and
Vice-President, a position he held until 2018. In July 2019, he was re-elected to the European Parliament. Now Czarnecki is the Chairman of the Delegation of the EU-Russia Parliamentary Cooperation Committee, Deputy Chairman of the Appeals Committee, as well as a member of the Conference of Chairmen of Delegations, the Development Committee, the Budget Control Committee and the Subcommittee on Human Rights and the Arabian Peninsula.

Ryszard Czarnecki is recognized as an experienced politician and has established himself as a balanced and consistent leader.

Ryszard Czarnecki is one of the founders and chairman of the EU-Uzbekistan Friendship Group in the European Parliament, established in April 2021.

CHRISTOPHE BERNASCONI, Secretary General of the Hague
Conference on Private International Law – “Honorary Doctor of the University
of World Economy and Diplomacy”,

Christophe Bernasconi was born on November 4, 1964 in Basel, Switzerland. In 1990, he graduated from McGill University (Canada) with a degree in Comparative Law.

He worked as a staff at the Swiss Ministry of Justice from 1990 to 1992, as a legal adviser at the Swiss Institute of Comparative Law from 1992 to 1994, and as a lecturer at the University of Fribour from 1994 to 1997.

Bernasconi began his career in the Hague Conference on Private International Law in 1997.

He served as Secretary from 1997 to 2000, First Secretary from 2000 to 2011, Deputy Secretary General from 2011 to 2013 and Secretary General of the Hague Conference on Private International Law from 1 July 3013.

C. Bernasconi is one of the leading lawyers in Europe, a member of the National Association of Notaries (USA), the International Bar Association, the International Law Association, a recipient of a number of prestigious awards in the field of private international law and notarial affairs.

In 2018, Bernasconi invited Uzbekistan to join the Hague Conference on Private International Law, and in March 2020 our country became a member of the Hague Conference on Private International Law. At present, our country is in the process of acceding to a number of UNHCR conventions.
